Operational Staff Scheduling Quality Control in Daily Business

The work doesn't stop once the schedule is published: staff shortage, amendments to working time demand, planning assumptions or requirements, and employee wishes necessitate a readjustment. The aim is the quality assurance of workforce management.


The task of operational scheduling is the continuous quality assurance of published schedules. Reasons for modifying a schedule are:

  • Changes to the predicted working time demand (quantitatively and qualitatively)
  • Staff shortages
  • Deviations from the original planning assumptions
  • Approved staff wishes

If shift assignments or planning assumptions change, possible measures need to be checked, e.g.:

  • Is the working time demand met (quantitatively and qualitatively)?
  • Are working time productivity and service level sufficient?
  • Are any rules, regulations or agreements broken?
  • Are counteractive measures required?

Counteractive measures are e.g.:

  • Activate or cancel flex, relief or stand-by shifts
  • Shuffle shifts among other employees
  • Extend or shorten shifts
  • Schedule or cancel additional shifts
  • Obtain additional personnel capacity or reduce overtime
